1. Welcome and declarations of interest

The Chair greeted the Commissioners and mentioned that, because of bad weather, the scheduled trip with NRW on 14 November had been postponed. However, the Chair confirmed that the Commissioners would still meet in Pontypridd on Friday morning.

No new declarations were received.

The chair noted the December meeting would focus on Nature on Board as lawyers for nature will attend to discuss their project proposals. In addition, the chair has been in touch with a team from Oxford University to observe the December meeting as part of a research project.

4. Work programme and Budget report discussion

Year 1: renewable energy report

A Ministerial follow up had been received on 12 November but would need to be circulated and discussed prior to the next Senedd scrutiny session, which has been confirmed for 21 January.

Year 2: flood research

A meeting date with the Welsh Government is pending; efforts will be made to secure this prior to the Senedd scrutiny session scheduled for January.

Year 3: climate change communication

The launch event was briefly discussed. Stuart Ingram updated commissions about discussions with policy leads about responding to the report. A meeting with officials is planned in the first instance before a formal Ministerial meeting/response.

The Chair confirmed he will explore options for briefing political parties about the report.

Year 4: infrastructure assessment 

It was noted the project is on track, and both the Chair and Nick Tune are optimistic about how the final product can be used to influence the future of NICW.

There was a discussion on how the report will be published

Year 4: infrastructure delivery research

A date for a workshop/roundtable with Commissions has been circulated. Stuart confirmed this project is expected to report by the end of January 2026.

Nature on the Board research

Elspeth Jones spoke about the project proposal from Lawyers for Nature, confirming they will attend the next meeting. She asked commissioners to complete the survey and questions she will circulate next week.

Elspeth also noted there are several academic studies ongoing and the NICW pilot will likely feature as currently the only example of Nature of Board in the public sector.

Infrastructure Symposium event 

Stuart Ingram updated commissions on plans for a march event, in particular plans by the programme team to procure event planning services. Commissioner discussed some ideas for content.

5. Annual report / NICW away day

The Chair updated Commissioners about the reflection day planned for 21 November, which would feed into development of the annual report.

The next meeting will take place in Bute Park on 16 December 2025.
